  1. According to Google: “for users outside the U.S., we make determinations [about pdf downloads] based on appropriate local laws.”

    A quick search indicates that users in India and the Czech Republic can download pdfs; I presume there are lots of other countries where this is possible.

    Canada seems to be one of the restrictive countries … unless I am missing something. Any suggestions anyone?
