Chavez took over the administration of a nation that already had a very well-developed infrastructure for the extraction, refinement, and export of petroleum. Morales is taking over the administation of a nation that is having huge internal debates over how to develop an infrastructure (currently only partially in place) for the extraction, refinement, and export of natural gas. So I don’t in fact think watching Venezuela’s economy will provide much of a guide to Bolivia’s.
